The Kyrgyz Republic has received financing from the World Bank toward the cost of the project “Implementation of the National Strategy for Development of Statistics of the Kyrgyz Republic” (hereinafter – the Project), and intends to apply part of the proceeds for consulting services in form of Twinning partnership between national statistical bureau/ agencies, either individually or in a consortium with other entities/agencies, and / or non-governmental organizations, and / or consulting firms and the National Statistical Committee of the Kyrgyz Republic (NSC). The services include technical, expert, analytical, and other practice-oriented consultation, trainings in the country and abroad and internships for staff of the relevant government institutions. The Twinning partnership consulting services provide necessary technical expertise in a “one-stop-shop” for the development of modern and efficient statistical systems with the structures, human resources and management skills needed to produce and disseminate statistics that are in line with the internationally accepted standards.

The consulting services period: from March 01, 2016 – to June 30, 2018.

The aim of the Project is to improve the efficiency and effectiveness of the national statistical system to provide appropriate, timely and reliable statistical data in accordance with internationally recognized methodologies and innovations.

The Twinning Partnership will be involved in implementation of the following components of the Project: 

1. Improving the Organization of Statistics
2. Modernizing production and dissemination of statistical data. 
3. Strengthening statistical intellectual and human capacity.

The National Statistical Committee of the Kyrgyz Republic now invites eligible potential candidates (“Consultants”) for the twinning partnership to express their interest in providing the Services. Consultants should provide with information demonstrating that they meet shortlisting criteria, indicated below, and well qualified to perform the Services (brochures describing the company’s profile, relevant experience in similar assignments, staff qualification, etc.)

The shortlisting criteria are:

1. Consultant shall be the national statistical bureau / agency, either individually or in a consortium with other entities/agency, and / or non-governmental organizations, and / or consulting firms;
2. Consultant should have experience in building of the capacity of statistical systems in developed and / or developing countries.

Selection process will be carried out in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by the World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest and eligibility. 

Only short-listed Consultants will receive a Request for Proposals (bidding documents), including detailed Terms of Reference.
